Planning the Tool
Community Initiatives (CI) began developing the Workforce Engage tool in 2000, in response to requests from Healthy Communities clients in the healthcare industry. WE carried out research to identify the key drivers of employee engagement, later called the Seven Practices of an Engaged Workforce. WE's IT experts determined the best technology to use to build the tool and outlined a timeline for development.
Defining the Process
WE worked with survey statistics expert Carl Larson for guidance on the best process to develop Workforce Engage™ as a reliable tool.
Phase 2
Construction
In March 2002, WE conducted an item pool session with Northern Colorado Medical Center. WE identified approximately 40 questions to use in its pilot test. These questions were then given to a psychometrician to fine tune.
Phase 3
Quantitative Evaluation
In April 2002, WE conducted a pilot test of the questions in the Engage Scorecard. Using an Access database, WE opened its questions to three campuses of the Iowa Health System. Based on the results of factor analysis two questions sets were suggested for use in the final tool.
Phase 4
Validation Phase
Between August and December of 2002, Workforce Engage conducted a beta test of the Workforce Engage system. When the beta test was complete, WE conducted a statistical analysis of the 5600 survey responses. The analysis validated the core concepts of the tool and provided direction for further strengthening. Cronbach's alpha was calculated as a measure of the internal consistency of the survey. The alpha coefficient came in at .95, a very high number. Factor analysis with principal components analysis and varimax rotation confirmed the existence of multiple dimensions within the survey, and enabled WE to refine the Seven Practices. Several practices were adjusted based on the results.
